Seems like a sort of Bonnie and Clyde scenario, but with an unwilling Clyde.
boring guy gets involved in some minor theft to pay the bills. he's caught but only sentenced to community service. where apparently he is shackled to a beautiful girl who is also serving. maybe not literally, but it's b&s. maybe he just gets attached to her. so when she makes a run for it, he follows. he ends up falling for her even though shes a crook(he doesn't want to split hairs). this is were it gets fuzzy.
are they talking about her killing a police officer aka cop. and then i guess he freaks out (leave me alone) and leaves her to her life of crime (get used to the chains)

A. The line always reminded me of an old 60's song, 'Venus in Blue Jeans' , I don't actually know.

she hit the cop watching them and ran for it, and since they were tied together, he fell. She tries to get him to stop playing by the rules and live a little, and he's not having it.
I also think it's "spit in your gin". It definitely sounds like "in", not "on", hence gin and not chin. Gin goes with the whole white-collar thing, too.

I think the "Venus in flares" bit is funny if you compare it to the velvet undergrounds venus in furs
"She said “You ain’t ugly, you can kiss me if you like” Go ahead and kiss her, you don’t know what you’re missing" That part always makes me smile. Anyway, yeah, it seems like an upper class kid who falls for an edgy girl and finds himself in a situation where he's in trouble because of her.

In my opinion, although it's just mine and not yours, this song is all about how even in the toughest situations, even when you're at the bottom of the barrel, screwed beyond belief, you can always have fun. If you try to play it too straight line, or white collar as they say, you're just gonna' have an awful experience. However, if you embrace the situation, and decide to flee from the comfort of a straight line, you might just enjoy yourself.
It's a cute moral, and the song itself is fun as hell. Belle & Sebastian continue to amaze me.
