This is in the Edie Sedgewick movie Ciao, Manhattan and is rumoured to have been written for it. The scene in which it's played and context of the lyrics seems to add to this rumour. I think it's a reflection on the drug abuse and excess in Hollywood, and how it was a perpetual circle, not something that the hippies and heads of the Byrds era created. It's a great song to boot.
