This song makes me picture a couple, who'v been split up for some reason, and have both gone to different countries, parted by seas, the person singing the song clearly loves this other person, and he's staring at the sea, thinking of that person. Wondering things e.g. "Do you ever think of me " or "Will you find another sweetheart "

A few years ago I was a fire lookout in Montana and my girlfriend was living in Alaska for the summer. I only got mail every few weeks by mule train and that was my only communication with the outside world. Summers in a fire lookout can be quite lonely, nothing but thousands of hours by yourself (literally).

My particular fire lookout looked like the bridge of my uncle's fishing vessel and during storms, it had the feel of a ship at sea. Oddly enough, this song helped me get through the times when I missed my girlfriend the most.

I'm guessing that Woody wrote this when he was on one of his 2 tours in the navy during WWII. He would always miss his second wife, Marjorie, and I see him frantically worrying and thinking about her on his whole trip.
