I think Crosby wrote this while daydreaming/high on a boat and writes about the waters he's steering over. He describes them as 'Tricky' and gives some pretty scenic analogies. It is, after all, in his dreams. There's a great rare live YouTube video performance of this tune done by Crosby and his band.
