I think this song probably has something to do with society's more sexist views of women, represented in two metaphorical characters. Men desire women because they dress up and take care of their appearance. "Desire is dressing up Daisy" Prudence represents false airs and graces by which women judge one another, and have exaggerated views of class.

I think that's meant to show that there are people behind a dressed-up appearance and affected manner.
I could be desperately wrong, however.
I think this is a love song between Prudence and Daisy. There is an encouragement to drop societal notions of beauty - come out from behind the wall. There's a gentle seduction happening here, with an element of subtly built in (with the unfinished sentences) to make it palatable to all listeners. Something really bittersweet. I love this song.
