I always thought that the song refered to michael moorcock's novel of the same name.
Stormbringer was a sentient blade which caused much mirth to his wielder, Elric, in said novel.

@Fruitbeard I thought the same thing for a long time, but we were both wrong. The song, and the album title, are inspired by a 1927 photograph of a tornado, taken near the town of Jasper, Minnesota, by Lucille Handberg. An edited version of the photograph is on the album cover.
