I think it's about the TV and the media. That's what I got from the imagery anyway. 'Frail bodies out in the periphery' maybe a reference to people starving in third world countries.
@Redbiddy I think the "frail bodies" are not literal, but instead that is reality (society / us). The few ('empty men") control the masses ("frail bodies")
