It's about a relationship in which the people need to cooperate a little to get right. She needs a fine wine (to relax) and he needs to be nicer (commit less mistakes or whatever you can imagine with your own perception). I see it as a hopeful song... It's fun and you can put more depth into it! :)
The 'fog' he looks handsome in is probably the fog of alcohol clouding her mind. Maybe she's making excuses?
Yeah I noticed a lot of Cardigan's songs have to do with alcohol... maybe just a coincidence but it seems a lot of times her narrator's relationships are disturbed by too much drinking... especially this song, which is almost totally about alcoholism

Despite the "good man and pretty young girl" premise, things deteriorate to the point where the protagoniist

What is the protagonist's reason for behaving like this? This is unknown and is therefore irrelevant. Perhaps the question should be, does it matter why the protagonists feels they can and should behave like this? After all, abusive behaviour is abusive behaviour. Pure and simple. In other words, whatever your action may be, you are ultimately accountable for it. There is scarecely any defensible excuse for...

Right?
That sort of behaviour is abusive. It should also be closely followed by a quest for accountability leading to a series of consequences. Consequences which lie firmly at the feet of the person who.. "go(es) and kill(s) the bottle"... etc.
