I think this song is about the Rap/Hip Hop culture in inner cities and it's relation to gun crime. Posing the question "How can you dance and drink and have a good time when the people you care about are murdering each other in the streets on a daily basis?".
I know Jay lived in some pretty harsh neighborhoods and obviously it could apply to just about anywhere. I think it's meant to provoke thought and in a way it's a call to action and a huge statement about humanity and it's desensitization to violence.
Could also be about the Nazi's during WW2 (hence the word 'discotheque'). Very powerful track and one of my favorites on the album.
Question: "Why is the entertainment aspect of our culture largely based on death and violence?" Answer: "I don't want to think about it, let's get wasted instead."
