I think this song draws a parallel between a political system in deress (under oppression) and his opressive relationship. Factions in disagreement are in debate, as are the factions of his mind. All of this leading to his own failure to figure out what he really wants.
It also smacks of resignation and subordination to a higher power, perhaps a girl, who controls him with her whim. He's given up on determining what's best for himself, and allows the "decision on the docket" to "make up [his] mind". Meaning, the court (again with the political, legislative theme) will make his decisions for him.

Could signify that he doesn't know whether or not he wants to renew his relationship for another "term" (as in office).

This song is awesome, but they took it off of youtube. Since it isn't on the cd How to save a life, then can anyone direct me to to a website and maybe provide some linkage to where i can hear it once more? Where I don't have to download and pay for it?
This song, to me, is basically about a man going back to an ex-grilfriend and asking her if she wishes to get back with him on certain conditions. Hence the Line "Rumours of re-election started to fly" because the possibility of her being 're-elected' back onto his mind was very possible.

I think that is referring to how he always had the best intentions for her and always put things aside for her concern hence funeral 'under the sound' because he was emotionally withering without her.

I think that line is a reference to the popular notion that some people make checklists of the good and bad stuff about their spouses and thats why he's saying she can do whatever is necessary as long as he can get a final answer. He also mentions how he is not gonna stick around any longer because this is the last chance and since he has nothing else to loose he can tell her exactly what went wrong and what could be done about it.
He basically leaves her a message saying a lot of this and tells her to call him "drop a line". And we're left with the notion that he is waiting for a final answer.

I agree with smileartist. It's about not being comforatable with your life and self. Guys looking for the cd this song is on. Try looking in a Walmart, maybe Target for The Reason cd by the Fray. I bought the re-release. It's green with like classic photos from the library of congress. The only songs missing are the two songs Joe sings, but they are on the album The Movement, which people online are petitioning to have re-relased as well.
