This really really reminds me of this boy I loved. I think he's discussing a relationship that once occured, and how they were slightly on and off about their feelings. He wanted to get her back, tell her in utter desparation that he still liked her, maybe coming off a little too strong. They know that deep down, that love will never fade, but she decided 'friends'. He'll continue to wait around, knowing that she's the one, and for that he loves her.
