I think this might be about someone craving for drugs (Needle Street ain't no answer, Let the need be your master) but is told by his/her partner not to give in to the temptation.

I can't believe that no one has replied to this, because this is the song Jack wrote in regard to the reason he was incarcerated for shooting the live-in maid when he first got the gig with GW after dante Fox... Believe it or not, part of the answering machine message on the psycho city track was the person that actually did the crime, and Jack did the time... Some people in LA said at the time that Alan Niven was involved...
