This song sounds happy, but it's actually rather bittersweet.
I believe that it's about that feeling that you get when you're excited about being with someone--in love--but you're also scared of comitting yourself for whatever reason.
The "because I'm mental" might be a clue as to the narrator's temperment: he might be warning his significant other that he can get crazy, that he has many problems, so she'd better be careful with him.
It sure sounds happy though.

He's clearly in the midst of a conflict emotionally. There's the "happy" music, and these moody lyrics over them. Very Smiths-like. "Happy coz I'm stupid" seems to sum up the entire song... at least for me.
jof has said in a couple of interview that the song is about his fear of growing old and dying. i thought it was about anxiety disorders at first too, seeing as how i suffer from one and it describes perfectly how i feel a lot of the time.
i agree with lotus 9 completely. i love the balance between the depressing lyrics and the unbelievably sweet melody. the song makes me smile everytime. so i can't, for the life of me, stop listening to this song, really. can't believe i got into this band so late.
