An alcohlic embarrased that his life is no different than when he was a teen.
What I thought of is maybe what happened during Hurricane Katrina. I know this guy is from the south. So, I was thinking he probably is comparing the innocence of his experience as a teenager on a dam, to that of the same dam that failed so many other teenagers during recent events. While he was able to drink and shout, etc., other teenagers have to be the "warchest" that fixes up a mess...
