A vulture is a bird of prey. It is a scavenger who feasts on the carcasses of dead animals. I think he is metaphorically saying to this person that before you die, you will see me feasting on you. I will be the last sight before you die. And I will always haunt because I will be constantly circling in the sky waiting for you to die.

Holy shit it does sound like Randy but I don't it is. I've been all over the net and I'm pretty sure that that's just Rob's voice. They put threw on a filter or some effect to his voice or something.
