I wanna say the song was named this because "laughter is the best medicine," and in a time of economic trouble or war, the lower and middle class citizens aren't given a whole lot of aid. As we all know, laughter really isn't very good medicine at all, so in a way, being provided with laughter is like being provided with potato guns.
