This is clearly a song about people making money from the arms trade, getting so caught up in the capitalist need for money-making that ethics are completely disbanded.

Well my impression of the song (and I could be very wrong here) is that it's about modernisation of society and how this modernisation compromises ethics. Governments are doing whatever it takes to build their nations, even at the expense of the welfare of citizens of other nations or even at the expense of their own citizens. As long as it works and seems pragmatic it doesn't matter how much danger it does or might do since the end product will be what they aimed to achieve.

I think that pretty much sums up the song. Compromising ethics as long as it works for you. Again, I could be very wrong though.
I don't think the governments are the target here. It's more like gzaz said; the capitalist greed and the way it affects our world, for instance in the way we create wars and arms just to make profit.
