I think that where the song mentions 'she', it's referring to Kelly herself. 'Will she start to stop, will she skip my block for me' could be talking about actually taking the actions to leave the toxic relationship spoken about in this song (not wanting to be caught up in the wreckage of an inevitable relationship failure). Kelly knows that she needs to leave, but part of her is feeling victimised and she is calling on another part of herself to save her.
