"Goldeneye" was the nickname of author Ian Fleming's beachfront vaction home in Jamaica where he wrote his James Bond novels. Guess the powers that be thought it would be a cool title for the 17th "official" MGM/UA Bond movie.
For a Bond tune, it's one of the more exiting ones. Turner belts it out like Shirley Bassey in "Goldfinger". The villian of the film is an ex "double 0" agent Bond believes he leaves behind during a mission, hence the sibling rivalry in the lyics. The goldeneye itself is a computer disc that operates the usual Bond superweapon.
GoldenEye was Pierce Brosnan's first film as James Bond. He was the hot favourite for the role in 1986 after Roger Moore retired, and was offered the role, but contractual obligations to the Remington Steele TV series prevented him from starring in The Living Daylights. Timothy Dalton instead became Bond. Cut to 1995. Dalton has retired from the Bond movies after legal wranglings had delayed the series for 9 years. Brosnan got another chance to play Bond. This song references Brosnan's near miss in 1986 ("You’ll never know how it feels to be the one who’s left behind", "You’ll never know how it feels to get so close and be denied"), his eventual succession to the role ("But now my time has come and time, time is not on your side"), and the well-publicised fact that the first film Brosnan ever saw was 'Goldfinger' when he was 11 ("You’ll never know how I watched you from the shadows as a child").
These answers are dumb. The lyrics refer to Alec Trevelyan, the villain of Goldeneye. Alec's family were betrayed by the British government in his youth: "You'll never know how I watched you from the shadows as a child." At the beginning of the film, Alec is left by Bond when 007 escapes "You'll never know how it feels to be the one who's left behind." The rest of the song refers directly to his feelings and anticipation of revenge. It's right there in the movie.

Goldeneye is about a distant relationship between a spy and a woman who has been watching him. She sees him as a mystery man and feels that she almost has him and wont stop until she gets him.
