The chanting in the background is "Om Shri Ram Jai, Ram Jai Jai Ram", a mantra used by Mahatma Ghandi and is commonly used while carrying a dead body to the cremation grounds in India.
Personally, I always thought that it was about a junkie waiting to see his girlfriend. I guess the repetition made me think of someone rocking back and forth, repeating themselves and thinking forward hopefully to the next day when they'll get to see their girlfriend.

I always think of Equus when I hear this song. When Alan describes his ride with Equus, the paly says there is chanting, and whenever I read that scene I hear the beginning of this song. O ee ramgah. Ramgah gahwaaa. Or whatever they say. Other than that, I haven't thought that far into this song.
i can't really think what the song could be about. i thought of drugd when hearing it to be honest. it's quite a dark song, quite haunting, different to all the other stooges' stuff.

The shaking and trembling are obviously the withdrawal symptoms taking hold. He'll give admission to absolutely anyone who has the stuff, as long as they have it. He'll take it and pass out. I interpret this song
