According to my ears and the Gary Jules website, it should be...
"Baby, I would carve your name in my arm, cut my skin to let you under."
As for the song as a whole, well, what is there to say? It's just incredibly twisted, in a slightly haunting, romantic sounding sort of way. It almost sounds like a stalker singing to a girl who he has locked in his basement. Awesome and disturbing. But mostly awesome.
