It's about a man who is trying to win back a former love who has left him for someone wealthier. He is expressing his feelings of longing for her and missing her, and also acknowledging that she may have moved on to a better life with someone else. He is also making a plea for her to come back to him and stay by his side, despite the struggles they may face on the "poor side of town."

This guy loves this girl so much. Although she seems like she's trying to be something she's not, like dating this rich man. Eventually Ritchie Rich dumps her and she goes back to this guy that loves her, and he's basically just asking her if she'll stay with him now that she's back to being herself. The Poor side of town he's referring to is basically just a metaphor for her being back home to normality. They may or may not really be poor, but compared to lavish rich folk, middle class or "normal" is somewhat considered poor. Great song
