I still put some amount of faith in that spoken introduction. I'm pretty sure California has roughly 40 million residents. And you hear a lot of people talk about Northern Cali and Southern Cali.

A spoken intro on a bootleg seems to suggest the song is about splitting California into two states. Of course, it being Pavement, one should take this with a grain of salt.
I'm fairly certain that this is about California since Pavement was kinda formed in Northern California even though the various members hail from all over.
Possibly about a California split... likely just stream-of-conscious, non-sensical Fall fanaticism.
"Two States" resembles The Fall's "Slates" (to a certain extent). And the line "There's no culture," reflects a line from The Fall's "The Classical": "There is no culture is my brag."

My first impression was that the song was about splitting California into two states. Seeing as the band is from California and that it is a very large state. In visiting there I also got the impression that there was a regional pride in whether you were from North or South Cali. I actually went to this site to see if anyone else had a similar opinion.
not being from the states, i thought this song had a more general meaning, about dividing the world up into two states, ie the cold war US/USSR states cos of the whole spys and daggers thing, but the california thing makes sense... maybe its kinda comparing them in that playful way that is pavements style
