I have read that he wrote it about and for Judy Collins.
I think the song is addressed by the singer to a woman he is in love with. The woman is looking for love, but the singer says that what she's looking for is not "lost", because he can give her what she needs.
Each partner the woman meets will help her in her quest, but the singer says that he can "save her time" finding what she's looking for. He asks her to "give" that time to him and he'll "keep it with mine" -- she should stay with him and spend their time together.
This is open to interpretation, but anyway it sounds nice.
Here the train represents the woman leaving the singer, but she always ends up back where she started again. The singer says the train conductor may be stuck traveling the same line, but the woman is free to get off the train and stay with him.
