I think it's about someone selling themselves short, accepting an empty 'relationship' based on sex although they deserve more. It's about a relationship/culture where relationships are based on sex. And the character in this scenario is accepting this. In the first line "Ask yourself are you a slut?" It's pointing out that he's worth more than this and know's it (deep down), but a physical relationship is easier. There's obviously more layers to him than just his sexuality. This is obvious in all the lines "don't let your cock do all the work" because there's more to him (and of course others).
However, sadly, society will let individuals slide by in these physical relationships. They don't really frown upon it and people who are great and worth a lot sell themselves short to people who just want to get something for free because "we will never write you off" I think he's just begging, the whole song to me just seems like a plea to someone (more like an interior monologue)to get the courage to demand what you're worth for.
