This is actually a Z-Rock Hawaii song. Z-Rock Hawaii was a collaboration between Ween and members from the Boredoms, a Japanese noise rock band, during Ween's big music excersion in 96.
The album itself is freaking impossible to find; last time it was on amazon it was selling for $50, and the website that used to sell it closed down.
Hauntingly bizarre song. I almost want to host a picnic so I can find some semi-reasonable context to quote the last four lines and dumbfound those around me.
In this song there's a voice in the background making this "kookooKOO KOO kooKOO!" sound periodically, sounds like a combination of a rooster and a car that won't start.
