    General CommentSo here's my guess:
    Brendan is flipping through his lyric journal and picking out seperate pieces he wrote. Dude calls up his homies, says "Guys! I got a bunch of cocaine! Get your equipment down here and let's bang this out!"

    So, they all show up, do some mjnes and just start going at it.Neil feels the coke kick in and yells "WOOOOHOOOOO!" in the back. Brendan applies some of the lyrics he wrote, emphasizing vocals that sound cool rather than an actual coherent song, as well as coming up with some lines on the spot (these are closed and velvet ropes...) that may or may not be more relevant to the current situation at hand.

    And that is literally what the song is about. Y'know, on an estimated guess.
