This song seems to me to be a satire of the very apocalyptic Christian fundamentalists hoping and praying the world comes to an end. The predictions never come true, but they go on thinking it's "never too late for the end of time". Alternatively, the desperation of the music could represent an anxious, misanthropic desire to put an end to it all on a grand scale, or just for it all to end, by force if necessary. Either way, a very disturbing and amazing song.
