I believe the song is being sung about the other person not knowing what they want in the "relationship." They're a very private person.
I always think of this song as related to 'Keen on Boys'. It follows on about it and guessing the meaning for Keen on Boys, I'm pretty sure he would want to talk about it!
These lyrics don't mean anything if you haven't heard the song first. When I listen to this song, all I can see is a great big fall, a sort of surrender... As if he was metaphorically (but the music makes it sound very real) falling down in the air, giving up on trying to understand that girl, who obviously won't tell him anything.
Also, I'm convinced they say "I wrote a song about it" or something like it somewhere at the end of the song.
