Sounds like a guy who wants to have sex with a woman but he is married and is imagining how great it would be to be with her. He states that he, "Always lived, very quiet life I ain't never did no wrong. Now I know that life without you Has been too lonely too long." I think your second idea is more correct ephil, as there isn't anything in the lyrics to indicate that he is cheating. As well, "The things that we two could plan Would make my dreams come true'" makes it sound like he would plan on getting married perhaps.
