Um, Sgt. Rock is a DC Comics character. I don't remember him being a particular ladykiller, though.
I think he's referring to the Sgt. Rock comic character. Sgt. Rock probably embodied alot of what young boys at the time were supposed to think was masculine and attractive to the opposite sex.

I think that sgt. rock is a metaphor that by becoming a rock star he can get all the girls.
I don't know if Andy still feels this way about the lyrics but he used to feel embarrassed by them.
And I do interpret the song to just be this; The thoughts that some comic book character will help the one singing to get into a relationship all fine and dandy.
