The singer is describing all the great visual things of the world, leaving out all the inner things that are going wrong. "One perfect world when we look the other way." Things look great when you're just at the surface. Some people shut their eyes to all that's going wrong, and just pretend everything is okay. The singer is saying that doing that is not okay.
The song is about The man made Lake Lanier in Georgia.
Lake Lanier was made as a reservoir in 1956, by flooding out a predominantly Black community. The US Corp of engineers did not move/demolish houses/buildings/forests/or cemeteries belonging to the community dating back to the 1800s.
They simply acted as if this community never existed. After the reservoir aka “Lake Lanier” was created, it then became a local “vacation spot” where folks “Float” and “Swim” and pay no attention to the buried forests or cemeteries…”If they look they other way”.
This song came out over 15 years ago however it was/is a powerful statement.
