Simply put... it's about prison sex
This song is about Alvin Karpis who was the last of the "Public Enemies" that J. Edger Hoover hunted down in the 1930's. Karpis spent 25 years in Alcatraz. I imagine Yow read Karpis's autobiography and wrote the song based on an incident in Karpis' life.
