i think its about the german citizens during the holocaust and world war II. they allowed hitler to get away with everything while they sat around watching.
This whole album is completely political, and it is not written to condemn those of yesterday. Rather the song speaks to modern day ignorance of the western world to the rest of the world's pleas for help.
