This song is a basic call for the workers of the world to unite and fight for some respect and decency from the power elite. Unfortunately, in some parts of the world, a work stoppage would be met with violent oppression by police and soldiers. (This still happens today.) Paul is asking those soldiers to join up with things and really scare the elite. In 1982 British Leyland had sold a bunch of its subsidiaries so it could buy the National Bus Company. This was a disastrous move as Leyland went defunct in 1986.
Nice to know what the words are because the mix is so terrible in this song you'd never be able to make them out. The production on the whole album "The Gift" is terrible and desperately needs a remaster. With the overbearing bass and Weller's strong English accent you can't understand a word. The first few times I heard "Town Called Malice" I thought he was singing "Down at O'Malley's."
