Another song about how whatever temporal power men think they possess, and argue and fight over, it is meaningless next to nature's power. The Romanovs were the Russian imperial family toppled by the revolution. Thalassocracy means a sea kingdom, by which I think he means a kingdom ruled by nature - much like the inuits or other tribal societies. Of course, Frank finds a much more amusing and effective way of saying all this.
