It's an homage to the novel by Uttley, and telling time by the sun dial.

I’m thinking the some is either someone left their lover behind and 20 years later wished they could go back in time. OR A man and woman 25 years apart in age meet and at first glance have a strong soul connection. They know they have met in a different time and want to go back. Hoping they are of similar age to rekindle lost love.

We're all travelers in time. The meaning of this song is to state that he's just passing his life by, biding his time. Paying for his mistakes (his crime), he's lost all his friends, the loves of his life. And now he just must "wait til he's set free" he has no plans to die so he doesn't know how long that's gonna be, he's just out there somewhere traveling in time. And now tears are falling from my eyes. Good night.
Considering that this was a British band with propensity for sci-fi and fantasy themes in their lyrics and "Demons and Wizards" came out in 1972, I highly suspect this is about the Third Doctor's exile on Earth in early 1970's Doctor Who.
Exiled by his people the Time Lords for interfering in space and time, Jon Pertwee's Third Doctor worked with international organization UNIT in the UK, fighting alien threats and other weirdness. He bitterly lamented his exile and inability to use the TARDIS.
I might be wrong, but I suspect they were watching the BBC and got the idea...
