I think it's about a very depressed next door neighbor who is out of work and was left by her boyfriend. She cries every night and always hopes that the next day will be better. She convinces herself that her boyfriend will call one night and when he doesn't, she kills herself. (i figured this because "goodnight" changes to "goodbye" and "can" changes to "could have")
To me, this song is about this guys neighbor who seems to have a rough life with relationships and what not and she calls em out on why they sing about being sad when they have no reason to be like she does. I don't know if any of you guys have been in a situation like that, but usually you don't want to be that guy that makes it better cause you're just not interested in makin her wildest dreams come true but feel bad for her anyways. "there's nothing i could do for the girl cause it's always raining next door"
I think it is more about someone who always sees the negative things in life. He is saying that there is nothing he can do, because all she can see is the rain.
