I think this song is about a country boy who thinks the city is the best life out there, but when he goes to the city he finds that the country life is way better than any city. So he goes back home. Just like his dad said the city life isn't any good.
I'd have to say that you're right on. Also, as with most of Hank's songs, he seems to speak from personal experience.
