Oooooh man this song is funny and has a great twist!! There is really nothing to explain. He does it quite simply. I was on the max train frying balls when I first bought this album, and I was listening to this song trying so hard not to laugh real loud at 10pm

To me, it's clearly about how life can look terrible, but when changing the point of view, it changes things. He was more content "as a fish". But he was still living in the same environment as before. Contentedness leads to incompetence and ignorance. He says he's a fish in the end along with the rest of the human society. As a fish and knowing, he is more content, but I don't think that's what he actually is. He's fed up with it almost, but resigned to it. He wants the listener to do as he doesn't. He is "free" however, because at least he realizes it when others don't.
Then in another type of way, looking at the last few lines which are often his most important, "Reality is what you make it, if you take it away you're a fish like me swimming in the powdered water." The main words I looked at/heard here, was take it away. If you don't look at things as they actually are, and choose to live in your oblivious state, then you're a "fish" swimming in the powdered water. Eyedea often used a river as an example of his metaphor for life, so it could mean you go on through life and you can't see anything in it. (The powdered water).
It's him resigning it's too late for himself, but hoping that the future will see it differently. Looking at Eyedea, it seems like that's the clear answer to me.
