Based on this song's title and the lyrics I would guess this is about the South American nation of Chile during the years when it was controlled by the dictator Augusto Pinochet.

Who does these lyrics? They are always full of errors. It's "Thinking of politics gasoline and torture." Glen Phillips is a master at bending his words. Hard to know if it's torches or torture.
