This song was originally meant to be called "Mariah Carey and the Arthur Doyle Hand Cream" -which could probably be gathered from the listing of a song by the same name with the same lyrics a little bit below this one - but they had to change the name for legal reasons.

...yeah, and it's basically SY's take on the hypocricy of the recording industry, exemplified by Mariah Carey's huge deal, which was terminated when her first album under that deal didn't sell 400,000 copies... also I think in the fifth line or so, it's supposed to say "they say you can't say no to Promo..."
as Jaydub said, they are criticizing, even making fun of, the way the mainstream industry operates. not only controlling the music, but basically controlling the artist him/herself.
Just as a sidenote, Arthur Doyle was a really great free jazz musician. I know Thurston's a fan of his.
