i think this song is about domestic violence and how the wife can't leave the husband because she still loves him

I agree it's clearly about domestic violence and head games and jealousy. But Costello loves clever wordplay, (e.g. "it doesn't matter if your face doesn't fit; there's no charge for changing it.")and he prioritizes that over any it's hard to see if there's a real narrative in it.
