I'm just guessing that this song has nothing to do with Scooby Doo (which is far too American to figure into a B&S song). So what is the Scooby Show?

That's part of the irony. No one would ever actually be able to host a cartoon show. And plus it's a mystery show where those kids have to go out and solve a mystery which he will not be doing. Basically if the person wants him then he can come and get him himself, he's not playing games with her. Nothing there to keep him.

@thermary I think it's about Scooby the character in the film Storytelling for which they did the soundtrack although it was not really used.
