Anthony was living in that apartment block on that street know as Pot Alley because the mafia was dealing around there and there was always helicopter surrounding the zone. He used to watch the helicopters from his apartment and that's where the idea from the song come from. The thing with Bob hallucinating (or not) helicopters happened a while later.

there r 2 versions of this, so im guessing mosesandliverbeans listen gto the other version, but im pretty sure in the other version ak says "he's a serious spy" not "sharking through the sky"
