I always thought of this song as condamnation of religious hypocrisy.

Instead of praying and finding solutions..some are more concerned about condemning people for trival matters.
TinyTim is right. The band also backmasked hidden messages in the song, making fun of the televangelists who claimed there were "evil messages" hidden in rock songs.
I think the backmasking was before the song Judas' Kiss on the album More Power To Ya. (1982). Witch Hunt was a bit later, 1984. The backmask said, "What you lookin for the devil for when you oughta be lookin for the Lord."
