Busby berkley is a director/cinematographer from the 1930s, famous for his magnificent scenes of dancers, often shot from overhead so that they look like huge whirling kaleidoscopic flowers. This is what Stephen's dreams are like. He is missing somebody baaaad.
His movies were also ironic considering that it was during a depression. They depicted this beautiful lifestyle that was so far from reality it was ridiculous. The song is about being so in love you've lost touch with what's real.
The Busby Berkeley (being responsible for some of the most complex and exaggerated coreographical movie scenes in hollywood) reference adds to the over-the-top dramatism of the songs rather than working in function of any simbolism.

wow, it's totally bleak and pathetic!! but i can relate . sometimes you reach a point when things only work out in dreams. so why not go ahead and make them beautiful and totally over the top!
