I think it's about someone who is in love. However the person that they're in love with only hurts them, and it won't change until that person realizes that they need to. They want to say "I love you" but can't live out those three words since the other person won't let them in.
Quite possibly the best song this amazing band sings. Its very catchy, and lots of people can relate to the lyrics "if i could say anything now theres three words i can't live out all alone in the world when you're sitting here next to me"...It may be about a guy who likes a girl but she doesnt notice him at all...
I agree that it could be about a girl that doesn't notice a guy, especially when you add "you're not hopeless i see so much more in you than you see in your self things can get better if you only let me in it's time to surrender"
