The song is about Rose MacDowall who suffers from either bipolar disorder or just bouts of severe depression. Besides being a self-cutter (when she's unwell), she's attempted suicide several times.

I'm ill-at-ease with this - it sounds more like a reprimand than anything else, more like something in the self-righteous vein of "Horsey". Yes, David does have a strange way of expressing affection (see also the Douglas P song), but still...

Rose once sang the opening verse during an equipment breakdown (at Whitby Gothic Weekend): a few people were trying to sing along (!) then just as they were poised to continue - all going "Iiiiiittttt...." she stopped them: "I'm not gonna sing that part...'cause I live in a dark dark wood!"
