This is a song about Santa Cruz. Big Dipper = Giant Dipper (rollercoaster on the boardwalk), Cafe Zenho = Cafe Purgalacy. David Lowery went to UC Santa Cruz and thats where camper was formed.

Yea, this song takes place on the Northern Cal coast, but it isnt about the location. Its a narrative of a feeling of a day during a season, of a moment. I hear the sound of the sun still shining an hour or two before the coming sunset. I feel the weight of sitting there all day rolling these thoughts around my head between what I want and what it could be. I ain't Kerouac, damn, I ain't even Kerouac's brother. How do I describe the road? Hell, I cant even get out of my seat. Where was I going? What am I after? Oh yeah. Cigarettes and carrot juice. Maybe a new tatto.
One of my favorite songs too. I want to go to the Cafe Zinho. A web search returns an art gallery for that name in SC. Nothing for the Cafe Purgalacy, matthere, why do you say it's that?
